Add Configure test for Guile-3.0.x, where x < 9.

I haven't touched autoconfigure to really begin to make this a PR; however on guile3.0.8, make fails due to hoot requiring a symbol not present in my install -- i.e. (@ (language cps utils) primcall-raw-representations).

While I will update the local guile install I have, I am writing this due to the fact that the checkout of Hoot I have (c612c789be6121c8ee4a4703bf7748062c7481c3), failed at make rather than earlier.
