Thread-safety issues in CapTP GC loop

When GCing remote refrs, the GC loop does a hashv-remove! on the spare-import-counts table. This fiber is not guaranteed to be running in the same thread as the fiber that is hashv-set!ing that table. We need to make sure only one fiber writes to the table.
