Package syrup and use it via guix rather than checking it in to contrib

Currently the syrup library is checked into the contrib directory. This project is useful outside of Goblins and currently lives as a library upstream at: https://github.com/ocapn/syrup. We should ensure any changes we've made downstream are upstreamed and package it for Guix so we can pull it in that way.
