Move `(goblins ocapn marshalling)` to a more general/suitable location

These are designed to help create the marshaller and unmarshaller for a srfi-9 record. These were first used in OCapN so that's why they are located there but they are now used by the aurie persistence system and could be used by others too. Maybe this makes sense to be moved to the Syrup library when we finally split that out.
