`strunc` function similar to `resize` of `signed` in VHDL

in VHDL has a peculiar behavior when reducing signed numbers: it keeps the MSB and removes the following bits in case the width is decreased. I take it that trunc
doesn't do that? Although it is not really clear to me when this is wanted, I still think it makes sense to consider adding as it may make sense to other people... (If it does, then maybe one should add the other option...)
