add github CI file

This will not impact gitlab and will just propagate to github. This has been in the ci-test repo for quite some time now and it continues to work very well, which you can see in https://github.com/sourceofmana/sourceofmana-ci-test/releases

This needs one manual step: You need to copy the keyring secret that is in the ci-test repo or else this will fail.
