Default kernel command line and GRUB configuration

GRUB's 10_sortix should support a default kernel command line configuration file. Either that this file is read at the time of 10_sortix running, or it is read by the bootloader prior to invoking the multiboot command. Then update the advise for passing --disable-network-drivers by default in installation(7).
