Investigate use of PortPHP's Steps for task workflows.

Just leaving a couple links for maintainers to peruse and borrow anything useful.

I used PortPHP last year and it was pretty enjoyable.
I've been wanting to use PipeLine but never got a chance. Might be a good fit here.
