Allow to set 0 as speed for streams

If you want to have the stream not already moving the hero (but you want the stream to be visible to indicate that there will be a stream here). In the case of a stream not active, you could also set no animation on the sprite (if there is an animated sprite). Imagine, if you have a rolling floor : at speed 0, the floor is not moving, but if you change the speed (with a switch or anything else), then floor is animated.
Of course, you also could add a tile in your tileset with the uneffective stream (like you did for Memories Temple 6F in ZSDX to give the player hints on where to go) and play with a show/hide on the entities. I think however the speed 0 is more user friendly.
