Controller Unsuable Once Game is Started

If controller is plugged in after the game has been launched, you can not play it with controller. Controllers need to be connected before the game is launched. Tested on Xbox One, Logitech F310, and Ps4 controllers.

Steps to reproduce:

  1. Launch the game
  2. Plug in controller
  3. Try using controller to play

This was checked against other games, and the standard is that a controller will be recognized once it's plugged in.

I think this explains #1387 (closed), but the issue is broader.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
