Feature: Allow instance admins to enable listing their instance on soapbox.pub

Add an element to soapbox.json to allow instance admins to enable listing their instance on soapbox.pub. This would benefit new users who want to find a soapbox-fe based instance to create an account on. It would also benefit the soapbox community to observe the evolution of the overall soapbox subverse.
