"Official Nips" IA and UX needs refactoring.

The simple existence of NostrHub is proof that "Official" NIPs are a thing of the past. Embracing this fact moving forward, every NIP proposal becomes a first class citizen. For NostrHub, this means proposals accepted into THE NIPs repo on GitHub should indeed be differentiated, but not necessarily isolated in their own "Official NIPs" list. In addition, the "horizontal scrolling" is just not an easy UX for browsing.

As part of adding "WoT powered voting on NIPs" to NostrHub, I've also added a "sort by trusted votes" toggle for list views. I'd like to integrate this toggle, along with "search" and additional sorts and filters, into an integrated "sort and filter" component for all NIPs list views. Along with "show: draft/ final" and "show: deprecated" and other toggles, one of these filters would simply be (something like) "collection: Nips Repo/ Wiki Nips/ Nips Nips" for filtering by private repos and event kinds.

The point is, before doing away with the segregated "Official NIPs" list in a pull request, I'd like to run this idea by y'all first.
