Decide what canonically makes a user a local user

If someone signed up and got an entry in the users table, they are at least partly a local user. I need to decide whether we should also require their nip05 to match their account in Ditto. Otherwise a member of multiple Ditto servers could produce duplicate ActivityPub activities.
