Tag history should be complete

When the 7-day history isn't complete, it should be artificially filled with "0" usages so the graph always shows, to prevent a situation like in the following sreenshot.

#sineadoconnor jumped to the top because it's breaking news, but there is no tag history so the visualization is blank.
