(#38) Add support for requesting password changes

Add a request_password_change attribute to organizations to enable a
feature that flag password as needing to be changed when a users who had
access to a password does not have access to it anymore (e.g. password
was removed from a group or user was removed).

The flag is removed when the password has been updated.
