Should come with packaging utilities

Right now, packaging is handled entirely in the providers (or provider, rather) themselves, via a huge Makefile.

Considering how closely the package layout etc. is tied to terradep, it might make sense to implement this here. Maybe a separate tool for the parts that are Python-independent would be even better, but I'm honestly getting sick of making these.
