Open and public ticketing / roadmap

• Add a simple and searchable view for v3 open tickets and feature requests to the logged-in site (first implementation: all interactions through GitLab)
• Add a dynamic view for near-future roadmap (based on GitLab tickets)
• Document ticket / feature request process
