Overview

Adds a skyfile batch manager for batching of small skyfiles.

This was refactored from NebulousLabs/Sia!5142 (closed)

A second MR will hook up the API

Created the following follow up issues.

#255 (closed) to handle the blocked file clean up.
#256 (closed) to document the potential update to the return values for the packing code.
#257 (closed) to continue the discuss on the metadata.
