Create a New Base API Implementation

* The vision with this is to build a series of plugins which can be
composed without to much effort. The plugins are opt-in, however some of
them require other plugins to fully function.

* The middleware functionality is hijacked (though you can even turn
this off) so that you can add middleware after the initial API creation
and they are pushed onto the stack.
