This MR forms part of SP-1259
- Restored helm charts that were removed from skampi.
- Updated pipeline with generic project level jobs for chart publishing and metrics gathering
- Added k8s resource constraints
- Apache bench testing confirms sufficient performance at minimal resource limit. Details in the SAR-180 Jira ticket

- No skuid Python release.
- Helm release planned upon MR approval, bumped the chart version to 0.1.0 from 0.0.1 (currently in Nexus)
