This MR includes fixes identified when integrating ADR-35 changes to SKAMPI:
- Add missing config_id to example_configure.json
- Update SDP processing block JSON to use test_receive_addresses realtime workflow to create fake receive addresses
- Update Telescope Model version which fixes band_5_tuning key error
- Raise the AssignResourcesResponse parsing error instead of returning empty resource allocation object
