Use the flows model to configure the QC to setup Tango attributes from The pointing-offset Kafka data

The previous QC configuration uses the TangoObjectAttributeSink to create one Tango attribute per antenna from a numpy array containing the Pointing Offset script results. QC version 5.1.0 has been updated such that a new Flow Sink type of TangoAttributeMap can do this
