Changes: * on the jupyter ingress to add the namespace to the URL * on the rest api ingress for the same reason * added nginx configuration for the ingresses together with traefik. * updated Dockerfile base images to the latest ska-docker * changed test procedure in the pipeline from docker run to a simple tox command.
