Resolve AT2-671

This branch has some minor fixes and changes for ADR-18 compatibility. The default 'observe_sb_test' notebook now runs using an ADR-18 SB, which allocated and configured successfully on MID. Resource release is having problems, with the SAN getting stuck in RESOURCING. The JSON sent to TMC looks good so I'm not convinced it's an OET problem.
