ADR-35 bug fix

bug fixes for ADR-35

  • receptor assignment to fsp corr subarray changed to list
  • removed sleep statement
  • added minimal configure scan test case (note: currently the VccBand devices are not configured properly if the system undergoes multiple scan configurations, so these checks are disabled in the minimal scan config test)
