Document Known Issues Around Replaced Structures and Imports

I believe somebody in the technical team will have a better idea of the range of issues that can occur here, but in essence, if you have done a data load against a DSD, then delete it and its associated codelists, and recreate them with different items, attempts to load data against the DSD will fail (with complaints about detecting changes in the codelist).

I suspect, but have yet to confirm, that you don't even need to have loaded data against the DSD itself. I suspect that if you've loaded data ever against a DSD targetting a codelist, and then replace the codelist, you'll never be able to load against that codelist again.

Until this can be fixed, we should document this as a known issue, with the workaround being to increment the version of the codelist.
