Bug in time range filter: Frequency, start year and end year are not shown
In the DE dataflow view, the frequency, start and end period dropdowns are now missing.
It might be because this dataflow has no FREQUENCY dimension.
Note: Functional specifications:
- https://oecd.aha.io/features/ONEDATA-50 "The Time Period Range Selector automatically adapts to the currently selected frequency (or for data without frequency dimension to the underlying frequency of the data)."
- https://oecd.aha.io/features/ONEDATA-32 "If no Frequency dimension is found, then search for time format attribute. This attribute will implicitly indicate the frequency assigned for the data of the dataset. For frequency value, we should search for the following ID: TIME_FORMAT

However, in this last worst case, as we actually want to avoid showing errors to DE users and be resilient as much as possible, the DE should not show the frequency box, but still the selectors for annual start and end periods.
