By default, sort home page facet values alphabetically

I want the first- and second-level home page facet values to be ordered alphabetically (according to the current locale) instead of the current order by descending hit-counts (unless they have an ORDER
annotation),
So that the user can more easily find specific values.
Details
- First-level and second-level homepage facets values are ordered alphabetically and according to the current locale.
- If facet values have an
ORDER
annotation, then this order takes precedence over the alphabetical one.

On QA, the issue is the same when looking at Belgium of the Reference Area homefacet.

In our landing page we have several category schemes. As you can see here in Balance of Payments we have several (sub)categories. And for category External Statistics we have 6 sub-categories.
Can we change the order of these sub-categories in the order I defined them in the category Scheme (So first “Foreign Trade”, then “Trade by enterprise characteristics”?
