Unit of measure concepts are not displayed together
The fix for #805 (closed) did not cover all the cases when the unit of measure concepts have to be displayed together.
For example, here https://de-demo-oecd.siscc.org/vis?lc=en&df[ds]=OECD-design&df[id]=DF_UOM_EXAMPLE&df[ag]=OECD&df[vs]=1.0&av=true&pd=2015%2C2017&dq=BEL......A..&ly[rw]=PRICES%2CADJUSTMENT%2CTRANSFORMATION%2CCONVERSION_TYPE%2CTIME_PER_COLLECT&ly[cl]=TIME_PERIOD&ly[rs]=MEASURE%2CUNIT_MEASURE&vw=tb&lb=bt unit of measure is displayed separately from the unit multiplier and base period, but as these are defined in the configuration as unit of measure concepts, they should be always displayed together.
(same example displayed in QA)
Here, as UNIT_MEASURE is placed to row section and UNIT_MULT and BASE_PER are different in rows, so combined UoM cannot be displayed in the row section. I believe, previously the concatenation was displayed in the Combined unit of measure column instead.
