Auto-generate footnotes for non-calendar year time periods

I want the Data Explorer/Data Viewer to auto-generate footnotes when displaying non-calendar year time periods in the data table and chart
So that I can better understand the non-calendar time periods in the context of the table/chart view.
Specifications
When the **"REPORTING_YEAR_START_DAY" or "REPYEARSTART" attribute is being used in a DSD, then the DE should auto-generate footnotes with a specific text for each table cell representing a time period of the time dimension (see table of mapping rules below) or for each time period in the chart.
The time period formatting in the range displayed should use the user's locale (similar to the daily format).
