Enhance understanding of filter count when a filter is not applied

I want the filter count info to be clearer when no filters are applied (instead of the current "0/xxx"),
So that I can understand what it means (what the impact is) when there is no selection in a filter.

Specification
For the DE user, having no filter selection and having all filter items selected has the same (immediate) effect: data for all corresponding filter items are being considered in the table/chart, downloads and API. The current related count displays "0/56" and "56/56". This leads to the understanding that for "0/56" no filter item is included in the selection, which is not what is meant.
Therefore, whenever there is no filter selection yet, then instead of "0" the word "all" should be used, e.g. "all/56".
This feature must be applied to both search result filters and visualisation page selectors.
Note that it seems worthwhile maintaining a visual different approach for no filter selection ("all/56") and all filter items selected ("56/56"). The difference appears over time, if web pages are bookmarked or API queries are saved for re-execution, because in case of no filter selection the considered data evolves when allowed content constraints change to add new codelist items. Thus, while a full selection would always correspond to 56 items, for no filter selection the number of actually considered dimension items might increase, e.g. 58, 61 etc.
