Excel display issue with accentuated characters in CSV exports (BOM is missing)
After downloading data containing accentuated/special characters in SDMX-CSV format then those characters are not correctly displayed in Excel.
The characters are correct in Notepad that means that they are encoded correctly:
The file itself is saved in UTF-8 which is also correct, but it seems that because it has no (non-mandatory) Byte-Order-Mark (BOM), Excel is unable to read it appropriately.
SOLUTION
In order to get the BOM being set when the SDMX-CSV file is generated, the DE and the DLM need to add the HTTP header Accept-Charset: utf-8 in all SDMX-CSV download options.
