NSI WS recognises attributes attached to TIME_PERIOD as observation level attributes - SDMXRI-1192
As a DLM user
When I upload the Data Structure Definition (DSD) with an AttributeRelationship to the dimension TIME_PERIOD,
Then the AttributeRelationship is incorrectly changed to observation value "OBS_VALUE".

The following DSD contains an AttributeRelationship to the "TIME_PERIOD" dimension
The DSD MA_545:KH_VISITORS(1.0) has been created

- Push on dotstatcor-dev1/dotstatcoretestnsi.
- Get the structure of the DSD MA_545:KH_VISITORS(1.0): in postman: http://dotstatcor-dev1/dotstatcoretestnsi/rest/datastructure/MA_545/KH_VISITORS/1.0
- result file: GET_AgMA_545_DsdKH_VISITORS_Ver1_0.xml) The result displays an AttributeRelationship to the PrimaryMeasure "OBS_VALUE" instead of the dimension "TIME_PERIOD"
If the AttributeRelationship is changed to another dimension such as "REF_AREA", the result will keep the same AttributeRelationship ("REF_AREA")
In the original issue it was mentionned that the same issue happens when attribute is attached to the group of dimensions and one of them is TIME_PERIOD. This has not been reproductable. See the example below:
(*From December version*, reported by @anastassia) In my DSD that I have uploaded via MApping Assistant, the attribute SOURCE is attached to the time dimension. `<str:AttributeRelationship><str:Dimension><Ref id="TIME_PERIOD"/></str:Dimension></str:AttributeRelationship>` When I query for this DSD from the NSI WS (http://dotstatcor-dev1.main.oecd.org/RI_NsiWebService/rest/datastructure/MA_545/KH_VISITORS/1.0/), the attribute relationship is changed to observation value > <AttributeRelationship> > <PrimaryMeasure> > <Ref xmlns="" id="OBS_VALUE"/> > </PrimaryMeasure> > </AttributeRelationship> The same happens when attribute is attached to the group of dimensions and one of them is TIME_PERIOD. When the time period is removed from the attribute relationship, it is returned correctly by the NSI WS.
