Add Option to use always SIMIData

Depending on the file extension pySimi.Data uses either an XML parser or the SIMIData COM component. Since SIMIData fully supports SMPs and XMPs, the XML parser supports only a subset.

Therefore, it should be possible to load an XMP on Windows with SIMIData. The default still should be to use the XML variant.
