changed location of cmake files to cmake/

This just makes the directory structure more lenient. The Config/ prefix-folder was a remnant from when both makefiles and the Cmake co-existed. There is no need for this abstraction.

Why is it needed

This is a technical detail for the build-system, end-users shouldn't worry in this regard, so it shouldn't be needed in the release-notes, or should it? Let me know!
