[Sim Control] Basic grSim test

Write a basic test that

  1. Launches grSim

    Create a helper class that launches grSim

    • Sets up network if requested
    • Closes on grSim on suite completion

  2. Uploads a simulator save state.

  3. Confirms that the save state has been applied.
