Could not start performance monitoring: Access to the registry key 'Global' is denied error

Summary

In the CI integration tests, the Relativity job has this information message:

2022/02/07 10:47:42.615 Could not start performance monitoring: Access to the registry key 'Global' is denied.

Steps to reproduce

Using v0.13.0 of sequence run this on RTNUIX01:

.\sequence.exe connector list

Current Behavior

This message is displayed:

2022/02/07 10:47:42.615 Could not start performance monitoring: Access to the registry key 'Global' is denied.

Expected Behaviour

No message, perf monitoring succesfully starts.

Should this message be a warning or error instead of info?
