Allow publishing draft version for review to restricted group of users of already published message spec

Problem / goal

For several SETU standards we are going to develop a new x-release (v2.0). For these SETU standards, there are already v1.x versions up-and-running and published for all users (group=SETU and public), see screenshot.

The problem that we will encounter when we have finished a few draft 2.0 versions of the standards is that we cannot online publish them for the working group that has to review them. When we publish these new draft versions, then it is directly shown to all SETU users. Normally a way to deal with this is to put the message specification in a separate project which only working group members get access to, but we can't do this now, as we are not creating new messages, but new versions of existing messages.

What is the expected outcome?

That only working group members can access and see a published draft version of an already publicly available message specification.

Solution design

There need to be some way to only publish a version of a message spec to only a selected working group or group of users. Something like the below screenshot, with e.g. 'Not published' being replaced by 'Open for review' oid.
