Implement Tooling

     The tooling needed to process a semantic looseleaf workspace into a fully presentable, production-ready form has yet to be written. I need to fix this. I'll likely start with a small command-line tool. If that proves not to be sufficient, additional infrastructure can get added on top or alongside of it.
