Finish Splitting Tooling Out Into Its Own, Separate Repository

     I decided I want the tooling parts of this repository to have their own home, so I'm migrating them there. What's left to do:

• Rename this repository to be explicit that it's just for the Semantic Looseleaf Workspace specification.
• Update its contents to reflect that. (Now done as of commit 1da7b23c, included in v0.0.1.pre-alpha_0.0.2.1 and later.)
• Create the new tooling repository. (Now done here.)
• Move any tooling-related issues over to the new repository.

I'll update this list if/as I think of anything else.
