New guide on safe browsing

A lot of this content is already in the guide on Firefox - which is actually not a guide on Firefox only and already includes a lot of instructions for Chrome(/Chromium) and has currently a misleading title. Besides, it is in the tools section, so it's not being translated.

I would add this guide to the new section on Internet (see issue #237).
