File shuttle not working (permission android.permission.INTERACT_ACROSS_USERS granted)

installed Insular

no "file shuttle" option in discover

ensured android.permission.INTERACT_ACROSS_USERS is granted

it is granted (checked by dumpsys)

don't know how to move further... maybe there's a way to "force-activate" it?
