add text annotation in alto export

In our last Tuesday meeting we decided to add annotation into the alto export (and subsequently to create a TEI XML export @pastokes ).

Annotation only makes sense if we export character level.

We could add one or two checkboxes next to the selection for alto export

One for including character level.

Another one for including annotation.

Character level export should include the estimated location and confidence ratio (if extant). --> we should also add a functionality for the txt2img alignment which is existing now in the API

The Alto XML should include the tags in the list of tags in the top and then via milestones, one for the beginning and one for the end of each annotation.

Annotations need to include identifiers for this specific annotation, not only for the annotation type, in order to be able to relate beginning and end.
