Align and distribute: use section instead of tabs and group of buttons instead of comboboxes

a.l.e requested to merge a.l.e/scribus:align-and-distribute into master
  • Uses sections instead of tabs (all buttons are always visible)
  • Uses groups of toolbuttons instead of comboboxes (all options are always visible)
  • Replaces the input box with the position of the reference guide by a pulsing effect on the specific "reference" button (only when the button is checked); the tooltip of the button contains the position of the guide used as a reference
  • Restores the left to right and top down order of the actions, as it was in 1.6.
