Tests and fixes for bug 14137
This adds more File-ID tests and fixes any places in the fileserver where the File-ID is somehow not set to the expected value.
The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
