build: fix mandatory typo in zlib configure check

David Disseldorp requested to merge samba-team/devel/samba:ddiss_zlib_waf_mandatory into master

This ensures that waf correctly fails during configure if zlib is missing. msg can also be dropped as it matches the waf validate_cfg() default (ignoring the quotes).
