configure: Enable --picky-developer by default

Is there any reason not to enable --picky-developer by default in configure.developer ?

We use configure.developer for many of the test jobs (including the o3 jobs used by the various distro specific images) and currently everything passess for these jobs. configure.developer is for developers we should be as 'picky' as possible (and keep it passing with that flag)
