Add support for CTDB persistent TDB backups

Add a script to backup persistent TDBs. If CTDB_PERSISTENT_DB_BACKUP_DIR is set then make daily backups in this directory from the monitor event. Note in the documentation that the script can instead be run from a cron job for those who feel squeamish about running it from the monitor event. I like it because it is a simple, self-contained solution... 😄
