--indent-modifiers is one full indent

--indent-modifiers is supposed to indent modifiers one half indent, but it indents them one full indent since astyle 3.2

With Astyle 3.1:

struct blorg {
    public:
        int A;
}

With Astyle 3.2.1:

struct blorg {
        public:
        int A;
}
