New transport plugin: dnslink-fetch

We could use DNSLink for retrieving information about alternative endpoints, and then use them in a manner similar to alt-fetch.

This would work faster than dnslink-ipfs but would require the website operator to deploy more infrastructure (unless IPFS gateways are used).
